A prayer is addressed to God. God is the eternal being who through Christ our messiah created all things.

An individual who has no knowledge of who God is and Has never spoken to God witnesses a test by God only by invitation of His prophet. The prophet does not concoct rituals for God to dance to. The prophet lives the tests that God wants to demonstrate.
An individual who has no knowledge of who God is and Has never spoken to God tests God privately through prayer. Testing God publicly is sinning against God. That is why Aaron's sons, God executed, and Moses did not enter the promised land. Those that sin against God, God resurrects to judgement and these live during the half a time with Satan, aka hell on earth.
Righteousness does not make demands of God that involve the lives of others. A righteous person allows God to choose the outcome. When His servant asks that a shadow be on one side of the stair or the other it is because God decides when to send His servant out to observe the shadow when it is on the proving side of the stairs. God does not violate nature to prove anything. He moves His faithful.
Running into a crowded seated theater and screaming, "fire" is illegal. When people die trampled in exit door thresholds the perpetrator is a murderer. Setting the fire first and then screaming "fire" is what testing God with disaster and war is. Jehovah's Witnesses, Catholics, Methodists, Baptists, and Presbyterians, owe the United States for Laura, and the United States and the world over for World War II.
